24 (47) There are quite frequent claims of the shortage of information on the state organized standardized testing declared by parents, employees, regional and local authorities. (48) Respecting the findings from the preceding chapters, a proposal for the Strategy of Monitoring and Evaluation of Education Quality and Efficiency in the Czech Republic is formulated. Three priority areas of interventions are defined: - The first priority area is focused on framework conditions of the education system. Thus, assumptions of efficient evaluation and monitoring system are formulated. - The second priority area is focused on the elements of the evaluation and monitoring system. - The third priority area is focused on the evaluation system of education efficiency. (49) To create high quality framework conditions of the education system for monitoring and evaluation of quality and efficiency in education is the global goal of the first priority area. The following variant measures were recommended to fulfil the goal: - To improve links between the goals formulated in strategic documents relevant for education - To complete the formulation of education standards linked to framework education programmes as the fundamental content and performance evaluation benchmark - To clarify the framework for literacy and numeracy evaluation, including links to the goals of strategic documents relevant for education - To create the framework for teacher evaluation – teacher standards and teacher professional growth system (50) To improve definition, synergies and use of monitoring and evaluation instruments is the global goal of the second priority area. The following variant measures were recommended to fulfil the goal: - To improve the use of formative and summative students’ evaluation, including links to other evaluation instruments - To increase the quality of school self-evaluation on the basis of the strategic planning processes - To define the position of state organized external standardized assessment of students in the 5th and 9th grade, with emphasis on ICT based solutions - To increase the importance of education results in the Czech School Inspectorate responsibilities - To create a SMART indicator system linked to the goals of strategic documents relevant for education and to a wide range of evaluation instruments (51) To strengthen the links between education performance and financial allocation in evaluation of education efficiency is the global goal of the third priority area. The following variant measures were recommended to fulfil the goal: - To strengthen the importance of education performance in financing of regional education - To strengthen the importance of education performance in teacher evaluation through teacher professional growth system - To strengthen the importance of education performance in evaluation of support instruments focused on quality in education 24
